1.1 ETHICAL STANDARDS IN PROCUREMENT

1.1.1 Staff Regulations and Rules

1.1.1.1 CPL staff shall uphold the highest standards of efficiency, competence and integrity. The concept of integrity includes, but is not limited to, probity, impartiality, fairness, honesty and truthfulness in all matters affecting their work and status.

1.1.1.2 CPL staff shall not use their office or knowledge gained from their official functions for private gain, financial or otherwise, or for the private gain of any third party, including family, friends and those they favor. Nor shall staff use their office for personal reasons to prejudice the positions of those they do not favor.

1.1.2 Conflict of interest

1.1.2.1 A conflict of interest occurs when a TIHGI employee’s private interests, such as outside professional relationships or personal financial assets, interfere or appear to interfere with the proper performance of his or her professional functions or obligations with TIHGI.

Within the procurement environment, a conflict of interest may arise in connection with such private interests as personal investments and assets, or the receipt of a gift that may place a staff in a position of obligation. A conflict of interest may also arise in situations where a staff is seen to benefit, directly or indirectly, or allow a third party, including family, friends or someone they favor, to benefit from his/her decisions.

1.1.2.2 CPL staff are prohibited from any involvement in a procurement action with a Vendor in which they have financial interest. In cases where a conflict of interest could occur, such conflict should be reported to the CPL Head, who should review the facts and decide whether the concerned staff should carry out the procurement activity.
